Waiver Certificate for exports to Africa (BSC · ECTN · BESC)

What is the Waiver / ECTN certificate?

The ECTN (Electronic Cargo Tracking Note) or Waiver Certificate is a mandatory electronic document required by customs authorities in numerous African countries for the import of goods. Its purpose is to track cargo from origin to destination and prevent customs fraud.

Without this certificate, goods may be held at customs or the importer subject to penalties. It is mandatory to apply for it before loading.

What happens if my cargo arrives in Africa without a Waiver?

Destination customs can impose fines of thousands of euros per container and block the cargo at the port until the document is regularised, with demurrage and storage charges running every day.

When must the certificate be processed?

As soon as the Bill of Lading exists. Most countries require the certificate to be issued and validated before the vessel arrives, and several require it within a few days of shipment.

Which documents do I need to apply?

Bill of Lading, commercial invoice, packing list and export declaration; depending on the destination, also a freight or insurance certificate. We check the consistency of all documents before applying to avoid rejections.
